Sheila Babineaux Announces Candidacy for Ward 3 City Marshal

District Attorney’s Office veteran Sheila Babineaux has announced her candidacy for Ward 3 City Marshal in the upcoming November 3 election.

“Lake Charles is where I’ve raised my family, owned a business, and worked for nearly thirty years within the Calcasieu Parish District Attorney’s Office,” Babineaux said. “My most recent work as a probation officer in Ward 3 City Court has inspired me to run for this position to lead and support our Marshal’s Office.”

Babineux is no stranger to the law enforcement world. In addition to her own, nearly thirty-year career at the District Attorney’s Office, her father, Jessie “Babe” Russell worked in the Calcasieu Parish Sheriff’s Office for two terms under Sheriff Tony Mancuso. “Babe” looked forward to each campaign because he would tirelessly campaign for Mancuso in his blue truck with a huge Mancuso sign in the bed.

Before working at the District Attorney’s Office, Babineaux purchased and ran her own day care business, Lil Nanny’s Daycare, in Lake Charles for nine years. During this time, Babineaux oversaw full-time and part-time employees, managed the business’s budget, handled scheduling, and played an integral role in many other critical aspects of the business.

“My proven ability to manage a business, employees, and a budget will help me achieve my goals to support the Ward 3 Marshal’s Office employees as their Marshal.” Babineaux said.

Through her work with Ward Three City Court, Babineaux has learned firsthand that City Marshals need enhanced training and equipment to carry out their duties.

“City Marshals play a vital role in serving Ward 3 citizens with warrants and with service of pleadings in civil cases,” Babineaux said. “One of my main objectives would be to allocate budget funds to train Marshal’s Office employees to accomplish service more quickly and effectively. Consistently efficient service of process is critical to streamlining the operations of the Ward 3 City Court.”

In addition to securing training, Babineaux recognizes that the Marshal’s Office also needs equipment to facilitate the application of that training, including better computer equipment for the office and for Marshal’s service vehicles.

Babineaux was raised in a Christian home, with three brothers along with many children fostered from the Baptist Children’s Village in Jackson, Miss. Her youngest brother was adopted at six months old. Babineaux said her parents taught her, “What is impossible for man is made possible with God.” She joined Trinity Baptist Church in 1984. The church was led by Dr. David Hankins and located on Ryan Street. She followed with the move to Country Club Road and Pastor, Steve James.

As the November 3 election date approaches, Babineuax looks forward to interacting more with, not only current Marshal’s Office employees, but also Ward 3 voters to learn their ideas about how to support and improve the Marshal’s Office.
